Formation The League was formed at Thetford Golf Club on 27th October 1968 when representatives from the counties of Cambridgeshire, Leicestershire and Rutland, Lincolnshire, Norfolk, Northamptonshire and Suffolk met to agree rules and conditions for an annual programme of League Matches to commence in 1969. The Anglian League (Boys) Formation The Anglian League Junior Championship was formed in 1980 when representatives from the counties, as above, met to agree rules and conditions for an annual programme of knock out events and final. Constitution & Name The six counties present at the Formation shall constitute a 'Group' of which the name shall be 'THE ANGLIAN LEAGUE' Meetings A Business meeting of representatives from the six counties shall be held at least once in each year. Officers There shall be a Chairman who shall be elected for a minimum period of two years. There shall be a secretary who shall be elected for a period of five years. The secretary may also act as match-secretary. Health and Safety The Host Club, or The League Official shall produce a Course and Club House Risk Assessment document, Team members must be made aware of the contents of this document before play commences, Access Points to the course for emergency vehicles should be carefully noted. First and Second Teams Matches A programme of annual Match-Days shall be agreed by the Anglian league, such programme to continue for as long as practical. First team matches and second team matches shall be played on the agreed match days in each year - the one 'At HOME' and the other 'AWAY' and vice-versa annually. Both First and Second Team matches shall be on the same match-day. Advice Each Team may appoint one person to give advice (except pointing out a line for putting) to members of that team. A person so appointed, who shall not be a professional golfer should be named on the match team sheet and identified to both teams before play commences. Teeing Times Counties that agree, Foursomes may tee at 9-00hrs (not before) and by 10-00hrs; Singles at 13-00hrs (not before) and by 14-00hrs. (Rule change May 2007) Scoring Each First Team match and Second Team match shall consist of eight players playing Four Foursomes in the morning and Eight Singles in the afternoon. League points are awarded as 2 for a win and 1 for a half overall. Match points are scored as 1 point for a each game won and ½ point for each game halved. Thus 12 points are available in each League Match. Golf Balls and Clubs Players shall only use those included in the Royal and Ancient Golf Club Approved Lists. Adverse Weather In the event of adverse weather conditions resulting in the suspension of or subsequent abandonment of play, if a team has established a winning margin then the score shall stand with incomplete games declared as halves. (a winning margin in the event of just the foursomes being played is 2.5 points, or if the singles are being played 6.5 points). A match must start before 15-00hrs, foursomes must always be played before singles. If a match winning margin has not been established by 20-00hrs and the singles games are incomplete, all the singles games shall be abandoned and declared as halves, and the match shall be determined by the foursomes result. County, Team and Anglian League Officials should make every effort to complete a match. In the event of it being impossible to obtain a result, the match shall be declared as a 6 - 6 draw. Officials of the host Club shall determine whether the Course is fir for play. Reserves or Substitutes A Reserve/Substitute may be played in exceptional circumstances and then only by mutual consent of both Team Captains. In the event of illness or injury and a County have no reserve or substitute the game shall be recorded as a loss 10 and 8 in the foursomes and or the singles. Disputes In the event of any dispute arising which cannot be satisfactorily resolved within these rules a County shall submit a report to the League Secretary who shall call a meeting of all Counties to adjudicate. The decision of such a meeting shall be final. Player Qualifications Players must be amateur golfers as defined by the Royal and Ancient Golf Club. A player must be a member of, and eligible to play for an affiliated Golf Club within the Anglian League Counties. Boys (Knockout) Constitution & Name The six Counties at the formation shall constitute a Group of which the name shall be 'Anglian League Junior Team' Meetings County Junior Delegates of the six Counties shall meet as and when required, with report to Anglian League Secretary. Officers Shall be the Officers of The Anglian League. A person so appointed, shall not be a professional golfer, should be named on the match team sheet and identified to all 3 teams before play commences. Matches There shall be qualifying events with Cambridgeshire, Norfolk and Suffolk in the East with Leicestershire and Rutland, Lincolnshire and Northamptonshire in the West. Teeing Times Counties that agree, Foursomes may tee at 9-00hrs (not before) and by 10-00hrs; Singles at 13-00hrs (not before) and by 14-00hrs. (Rule change May 2007) Format Teams shall consist of 4 Foursomes A.M and 8 Singles P.M, To be played off scratch Age Limit Team members shall be under 18 years of age 1st January of the current year. Honour The Home County will tee last of the three Counties, The other two Counties shall tee off first and second alternately. Scoring Points shall be awarded as One for a win and a Half for a halved game, The winners shall be found by totalling the number of points won and halved be declared the winners. Tie In the event of a tie, The result shall be decided by sudden death play off, A nominated player from each of the Two or Three Counties, Singles match play, At holes as decided by the club and The League Official of the day. If the match is to be decided by the Foursomes result owing to adverse weather, sudden death shall be played with each County nominating a pair from the named team sheet. Golf Balls and Clubs Players shall only use those included in the Royal and Ancient Golf Club Approved Lists. Caddies Team members shall not have a caddy. Trophies The winning team shall be presented with that area Trophy. Adverse Weather In the event of adverse weather conditions resulting in the suspension of or subsequent abandonment of play. a) The first Foursomes matches must commence before 15.00 hours and foursome matches shall always be played before single matches. b) If a winning score has been obtained when a match is abandoned that result will stand with incomplete games being declared as halved. c) If a winning score has not been attained by 18.00 hours and there are incomplete games (singles) on the course the match will be abandoned with the result of the foursomes to count. The singles will be treated as halves. d) If an Area Qualifying Match is abandoned before a winning margin has been established, the match shall be rearranged before the date of the final. If the above circumstances occur during the final, it shall be rearranged as soon as possible. Reserves or Substitutes A Reserve/Substitute may be played in exceptional circumstances and then only by mutual consent of all three organisers in the qualifying, In the event of illness or injury at a match and a County have no reserve or substitute the game shall be recorded as a loss 10 and 8 in the foursomes and or the singles.
